What changed

On November 3, 2026, Immigration, Refugees and Citizenship Canada (IRCC) added two new entries to its list of Program Delivery Updates (PDUs):

  • Update to Humanitarian and Compassionate (H&C) consideration Intake page
  • New and updated instructions for in-Canada asylum system after coming into force of asylum reforms

According to IRCC, PDUs are brief announcements that inform staff of updates to official IRCC instructions. They contain policy, procedures and guidance used by IRCC staff and are posted on the department's website as a courtesy to stakeholders.

Who it affects

Based on their titles, the first update concerns the intake of Humanitarian and Compassionate (H&C) consideration requests, and the second concerns the instructions IRCC staff use for the in-Canada asylum system after the asylum reforms came into force. The listing itself gives only the titles and dates. It does not describe the specific changes or who is affected, so read the linked updates for details.

Effective date

Both updates are dated November 3, 2026. The page was last modified on the same date.

Where to read the official text

The list of updates, with links to each one, is on IRCC's Program delivery updates page.
