What it is

Some provinces and territories nominate people who start or buy a business and run it themselves. As of 10 October 2026, entrepreneur streams are open in Alberta, British Columbia, Manitoba, Nova Scotia (by invitation), New Brunswick, Newfoundland and Labrador, and the Northwest Territories.

It's a two-stage process: a provincial stage (expression of interest, application, business performance agreement and a temporary work permit), then, once you meet the agreement and are nominated, your permanent residence application to IRCC.

We work only with streams that are open when you start, and we check the current rules on the province's own site first.

Who it's for

  • You own a business or have senior management experience, and want to run a business in a Canadian province.
  • You have the personal net worth and the capital a province asks for, and can show where the funds came from.
  • You're ready to live in the province and manage the business day to day.
  • You graduated in a province and want to start a business there through a graduate entrepreneur stream.
  • You're planning a farm business in Alberta or Manitoba.

What you get

  • A written service agreement with the scope, the fee and the timeline, quoted for your province, stream and business plan scope.
  • Your own access to Lexova, the client portal we use, one of the most advanced client portals for immigration files (see how it compares): forms tailored to your case, a personalized document checklist, progress tracking and secure messages, so your file stays accurate and complete and is easy for you and your consultant to follow.
  • A check of the open streams against your experience, net worth, language results and plans, using each province's current criteria.
  • Your expression of interest or registration, then the full provincial application once you're invited.
  • Help shaping your business plan to the stream's requirements, and a review of the third-party reports the province asks for, such as a net worth verification.
  • The temporary work permit application after the performance agreement, then your permanent residence application to IRCC after the nomination.
  • Follow-up with the province and IRCC as your representative at each stage.

What it doesn't include

  • Financial, tax, legal or business advice, and brokering business purchases. Get independent advice before you commit any money.
  • Third-party reports and costs, such as net worth verification, accounting, business valuations and translations.
  • Government fees and amounts set by the province, and IRCC's work permit and permanent residence fees.
  • Federal business programs, which are paused, and provincial streams that are closed or paused.
  • No guarantee: the province decides on the invitation, the agreement and the nomination, and IRCC decides on permanent residence. Your money and your business are at risk whatever the immigration outcome.

How it works

  1. Consultation

We look at your experience, net worth and plans against the streams open now, and tell you if none fits. Book it before you commit any money.

  2. Service agreement and quote

Your fee is quoted for your province, stream and business plan scope, and set in a written agreement. At signing you pay the non-refundable file-opening fee, which covers opening your file, setting up your client portal and administrative onboarding.

  3. Your Lexova client portal

You complete your forms and upload your documents in Lexova, the client portal we use, and follow each stage of the file there.

  4. Expression of interest

We prepare your expression of interest or registration with the province. The province scores it and invites candidates in its own selection rounds.

  5. Provincial application and performance agreement

Once you're invited, we prepare your application with your business plan and supporting reports. If the province approves it, you sign a business performance agreement and receive a support letter for a work permit.

  6. Work permit and business start

We prepare your temporary work permit application to IRCC. In Canada, you start or buy the business and meet the agreement's terms, such as active management and job creation.

  7. Nomination and permanent residence

When you've met the agreement, you report to the province, which decides on the nomination. We then prepare and submit your permanent residence application to IRCC and follow it until the decision.

Each province sets its own steps, minimums and timelines, and changes them often. Our business immigration page lists the streams open now, with links to each province's official site.

Processing times are set by the government and change often. For current estimates, see IRCC's processing times page.

What to prepare

  • Your passport.
  • A summary of your business ownership or management experience, with proof such as corporate records and financial statements.
  • Proof of your personal net worth and of where your funds came from.
  • Language test results, if your stream requires them.
  • Your diplomas and an educational credential assessment (ECA), if your stream requires one.
  • Your business idea or early plan, and records of any exploratory visit to the province.

Questions

Which provinces have open entrepreneur streams?

As of 10 October 2026: Alberta (Rural, Graduate, Foreign Graduate and Farm), British Columbia (Base, Regional and Strategic Projects), Manitoba (entrepreneur and farm streams), Nova Scotia (by invitation), New Brunswick (Business), Newfoundland and Labrador (International Entrepreneur and International Graduate Entrepreneur) and the Northwest Territories (Business). Saskatchewan's streams are closed and Ontario's was revoked. Check the current rules on the official sites: Alberta, British Columbia, Manitoba, Nova Scotia, New Brunswick, Newfoundland and Labrador and the Northwest Territories.

How much money do I need?

Each province sets its own minimum net worth and the minimum amount you must put into the business, and they differ by stream and region. We check the current figures on the province's site for your case; we don't give financial advice.

Why is the fee a range?

It depends on the province, the stream and how much work the business plan and supporting file need. Your exact fee is set in your service agreement before you pay anything.

Do I become a permanent resident right away?

No. You usually come on a temporary work permit and run the business under a performance agreement, and only then can the province nominate you. IRCC then decides on permanent residence.

Do you help with federal business programs?

No. The federal business programs are paused, and we work only with provincial entrepreneur streams that are open when you start.

No one can guarantee an immigration outcome. Decisions are made by IRCC, ESDC, the provinces and Québec.
