What it is

Provinces and territories nominate people for permanent residence through their own streams, such as Alberta's AAIP. The Atlantic Immigration Program (AIP) and the Rural and Francophone Community Immigration Pilots (RCIP and FCIP) add an employer or community step: an endorsement or a recommendation.

These are two-stage programs: a provincial or program stage, then your permanent residence application to IRCC. We handle both stages, billed on the permanent residence fee, with one extra provincial-stage payment only if a province or program invites you.

Who it's for

  • You live or work in a province and may qualify for one of its streams, such as an AAIP stream in Alberta.
  • You have an Express Entry profile and want to be considered for an enhanced nomination.
  • You have a job offer from a designated employer in Nova Scotia, New Brunswick, Prince Edward Island or Newfoundland and Labrador (AIP).
  • You have a job offer in a community taking part in the RCIP or the FCIP.
  • You studied or work in a province on a permit and want to stay there.

What you get

  • A check of your profile against each stream's or pilot's current criteria and status: open, paused or closed.
  • Your own access to Lexova, the client portal we use, one of the most advanced client portals for immigration files (see how it compares): forms tailored to your case, a personalized document checklist, progress tracking and secure messages, so your file stays accurate and complete and is easy for you and your consultant to follow.
  • Your Express Entry profile created where applicable, and your expression of interest (EOI) submitted to a province or program where relevant.
  • If a province or program invites you: your provincial or program application, or your AIP, RCIP or FCIP file prepared with you and your employer, submitted as your representative.
  • Your permanent residence application to IRCC, after an Express Entry invitation or once your nomination, endorsement or recommendation is approved.
  • Follow-up with the province or program and with IRCC until each decision.

What it doesn't include

  • Government fees: provincial or program fees, IRCC processing fees, the right of permanent residence fee and biometrics.
  • Job offers or recruitment. We don't find employers or arrange jobs.
  • Québec's programs, which have their own Québec stage. See our Québec services.
  • No guarantee of an invitation, a nomination, an endorsement or a recommendation: provinces, communities and IRCC decide, and many streams have fewer spaces in 2026.

How it works

  1. Consultation

We look at your situation and confirm which provincial or community route may fit, and whether it's open, before you commit to anything.

  2. Service agreement and file opening

At signing you pay 50% of the permanent residence professional fee ($2,200 for the principal applicant plus $500 per additional family member). It's the non-refundable file-opening fee: it covers opening your file, setting up your client portal and administrative onboarding.

  3. Profile and expression of interest

You complete your forms and upload your documents in Lexova, the client portal we use. We create your Express Entry profile where applicable and, where relevant, submit an expression of interest (EOI) to a province or program.

  4. Scenario A: an Express Entry invitation

If IRCC invites you to apply through Express Entry, we prepare your permanent residence application. It's submitted once the remaining 50% of the fee is paid.

  5. Scenario B: a provincial or program invitation

If a province invites you instead, or your AIP, RCIP or FCIP employer or community step goes ahead, we prepare that application. When it's ready, you pay the provincial-stage fee of $1,100 plus tax, and we submit it.

  6. Nomination, then permanent residence

Once your nomination, endorsement or recommendation is approved, we prepare your permanent residence application. You pay the remaining 50% of the fee before we submit it to IRCC, and we follow it until the decision.

In both scenarios the permanent residence fee is the same and is paid in two halves. Scenario B only adds the $1,100 provincial-stage fee, paid when the provincial or program application is ready, never at file opening.

Processing times are set by the government and change often. For current estimates, see IRCC's processing times page.

What to prepare

  • Your passport.
  • Language test results and an educational credential assessment (ECA), if your stream asks for them.
  • Your job offer letter and your employer's details, if your stream or pilot needs a job offer.
  • Reference letters for your work experience.
  • Proof of your ties to the province, such as a lease, pay stubs or a study record.
  • Proof of funds, if your stream requires it.

Price and payment

Permanent residence fee: principal applicant (paid in two halves)$2,200
Permanent residence fee: each additional family member$500
Provincial or program stage, if a province or program invites you (plus tax)$1,100

Example: a principal applicant and a spouse means a permanent residence fee of $2,700, so $1,350 at file opening. With an Express Entry invitation, you then pay $1,350 before the PR submission. With a provincial or program invitation, you pay $1,100 plus tax for the provincial stage, then $1,350 before the PR submission.

Estimate your fee

  • These are professional fees only. Government fees and third-party costs, such as biometrics, medical exams, translations, police certificates and courier, are separate.
  • Applicable taxes are added to each invoice and shown before you pay.
  • The final price can vary with the complexity of the case, urgency, prior refusals and any extra services. It's set in your written service agreement before you pay anything.
  • IRCC fee list

Questions

How do I pay for a provincial or community program?

At file opening you pay 50% of the permanent residence fee. If you get an Express Entry invitation, the remaining 50% is paid before we submit your PR application. If a province or program invites you instead, you pay $1,100 plus tax when the provincial or program application is ready, then the remaining 50% before the PR submission.

Is the $1,100 the full fee, and is it paid at file opening?

No to both. The $1,100 plus tax is the provincial-stage fee, paid only if a province or program invites you, and only when that application is ready to submit. Your file opens with 50% of the permanent residence fee.

Which provinces and programs do you work with?

Every province and territory except Québec, which has its own system (see our Québec services), plus the AIP, the RCIP and the FCIP. Each province page on this site lists its streams and their current status.

Is a nomination enough to become a permanent resident?

No. A nomination, endorsement or recommendation lets you apply to IRCC, which makes the final decision, including medical, security and criminality checks.

Can you find me a job offer?

No. We don't offer, find or arrange jobs. If your stream or pilot needs a job offer, it has to come from your employer.

No one can guarantee an immigration outcome. Decisions are made by IRCC, ESDC, the provinces and Québec.
